From the amount of fragments with the number twelve and the fact that most lists of laws have twelve rules, it becomes clear that this was a special number. I also don't think it is a coincidence that the ode to Frya ("Frya was white like snow ...") has twelve parts, nor that there were 12 burghs mentioned in the list of reeves (page 5).
This number may have been sacred, its spelling was not, as is demonstrated below. TWILIF was the most common spelling.
